Al-Hayat satellite channel reported Wednesday night that former President Hosni Mubarak had returned to the Tora Prison Hospital following two hours at the Maadi Military Hospital where he was undergoing tests.

Mubarak's lawyer's requested the transfer so the former leader could undergo scans of his brain, knees and pelvis after he fell in the bathroom Saturday. He reportedly sustained a head injury as well as abrasions and bruises.

Mubarak is serving a 25-year sentence in prison for failing to prevent the deaths of protesters during the 2011 revolution that forced him from power. Other former members of his administration are also serving sentences in Tora Prison complex.

The prison authority has requested that the Defense Ministry grant permission to transfer former President Hosni Mubarak to Maadi Military Hospital due to his deteriorating health.

Assistant Interior Minister for prisons Mohamed Ibrahim told the Anadolu news agency that the transfer from Tora Prison to the hospital would take place as soon as the Defense Ministry responds to the request.

Mubarak had received treatment at that hospital before he began serving his sentence at Tora Prison.

Two days ago the former president fell while in the bathroom and sustained injuries to his head and bruises to his torso. He reportedly has had several fainting incidents over the past few weeks.

After Mubarak stepped down on 11 February 2011, he was treated in the Sharm al-Sheikh International Hospital. The Criminal Court then transferred him to the World Medical Center near Cairo as he awaited trial.

Hearings in the Mubarak trial began on 3 August 2011. He was sentenced to 25 years in prison for his role in the killing of demonstrators during the revolution.

The former top prosecutor transferred Mubarak to the Tora Prison Hospital on 2 June 2012. Mubarak briefly left Tora and was transferred to the Maadi Military Hospital shortly thereafter, but returned to prison on 17 July, where the majority of former regime figures are serving their sentences.

A delegation from the National Council for Human Rights visited Tora Prison Hospital Saturday to investigate the detention conditions of former President Hosni Mubarak.

Mubarak's lawyer Farid al-Deeb submitted a complaint to the NCHR, handwritten by Mubarak’s son Gamal, demanding the intervention of the council to transfer his father from Tora Prison Hospital to a military hospital, saying the prison was inappropriate for his health setbacks and that the hospital had limited medical services.

The delegation, which included Hafez Abu Seada, Youssef al-Qaeed, Nasser Amin, and Osama al-Ghazali Harb, inspected Tora Prison Hospital whether it was suitable for Mubarak’s health condition.

On 2 June, the Cairo Criminal Court sentenced Mubarak and former Interior Minister Habib al-Adly to 25 years in prison, the maximum possible sentence under Egyptian law, for doing nothing to stop the killing of peaceful protesters during the 25 January revolution.

State-run Al-Ahram newspaper said on its website the council delegation the prison for about three hours and met Mubarak and his son.

The newspaper added that the delegation initially said the hospital was suitable for Mubarak's health, adding it would prepare a detailed report on the visit and submit it to the NCHR and the general prosecutor.

Prison sources said that former President Hosni Mubarak is taciturn and has difficulty moving after he returned to Tora Prison Hospital. His son, Gamal, who is detained in the same prison, was allowed to accompany him in the hospital.

The sources, who requested anonymity, said that his health condition is stable, and that he is undergoing medical examination daily, sometimes by doctors from outside the prison.

They added that he is currently in the intensive care unit, and that his blood pressure showed a high of 180/100, but his pulse was normal.

They also said the prison regulations are applied to Mubarak just like any other prisoner.

Security sources told Al-Masry Al-Youm that former President Hosni Mubarak was moved from the Maadi Military Hospital to the Tora Prison Hospital, after doctors made sure that his condition was stable.

They added that Mubarak was moved in a motorcade of two armored vehicles, two ambulances and five central security vans, with the police cordoning off the area around the prison and blocking the road leading to it.

State-run MENA news agency reported that Public Prosecutor Abdel Meguid Mahmoud earlier on Monday ordered Mubarak to be transferred back to Tora Prison, where he would spend a life sentence for failing to stop the deaths of protesters during the 25 January revolution.

Earlier in July, Mahmoud ordered the formation of a medical panel including Egypt’s chief coroner, two Cairo University medical professors and the director of the medical department at the Interior Ministry’s Prison Authority. The panel was tasked with analyzing Mubarak’s health to determine whether he could return to Tora Prison Hospital.

Public prosecution spokesperson Adel al-Saeed said panel members concluded that Mubarak’s health had stabilized and that there was no need to keep him in the military hospital.

Mubarak was transferred to the hospital in Maadi in June after his health had reportedly deteriorated. The move caused public uproar after LE6 million had been spent to prepare the hospital in Tora Prison.

Scores of Mubarak supporters have gathered in front of the military hospital in Maadi, South Cairo, where the former president is being held. 

Many cried and held up pictures of him while waiting for news on his condition after reports had circulated Tuesday that he was clinically dead. Some spent the night in the garden surrounding the hospital.

Mubarak was transferred from Tora Prison Hospital to the Maadi Military Hospital after suffering a brain stroke that doctors failed to treat. His lawyer Farid al-Deeb denied rumors of his death and assured that he is responding to treatment.

The LE6 million “Mubarak Hospital” in Tora Prison is not registered at the Doctors Syndicate, nor did the hospital obtain a license from it, syndicate head Khairy Abdel Dayem told Al-Masry Al-Youm.

Abdel Dayem called on Parliament to form a committee to examine all prison hospitals.

“Any new hospital needs the approval of the syndicate,” he said. “It must be in compliance with certain medical conditions and specifications.”

Abdel Dayem criticized security services for paying attention to Mubarak’s health at the neglect of other prisoners. “Other convicts die from respiratory failure and heart attacks due to the absence of proper health care in prison hospitals,” he said, calling for improved efficiency of the medical staff and the quality of services.

Mubarak was sent to Tora Prison Hospital after being sentenced to life imprisonment on charges of complicity in the killing of demonstrators during the 25 January revolution that led to his ouster.

Press reports this week spoke about his deteriorating health since his arrival to the prison hospital, and the possibility of transferring him to a military hospital.

A delegation of eleven MPs from the People's Assembly paid a visit on Thursday to Tora Prison, south of Cairo, where officials from the regime of former President Hosni Mubarak are detained.

The delegation also reviewed the construction and renovation in the hospital ward where Mubarak would be detained.

Interior Minister Mohamed Ibrahim authorized the visit, security sources said. The MPs began the tour by meeting with General Mohamed Naguib, deputy interior minister for the prisons department.

The state-run daily Al-Ahram said on its website that the People’s Assembly’s Human Rights Committee is reviewing the conditions of Tora Prison Hospital to ensure that it is equipped to care for Mubarak’s health and meets human rights standards.

The PA’s Health Committee toured the hospital last month and reported that it is fit to receive Mubarak, who is currently staying in the International Medical Center (IMC) in Cairo.

Judge Ahmed Refaat, the head judge in Mubarak’s trial, rejected the report and decided that Mubarak should remain in the IMC until the verdict in the case is delivered on 2 June.
