Occupancy rates in Sharm el-Sheikh hotels dropped by 7 percent during the first week of December to 58 percent, compared with 69 percent in late November, sources from the Tourism Promotion Authority said.

Tourism Ministry official Magdy Selim told Anadolu news agency Monday that occupancy rates in Hurghada hotels declined 4 percent to 75 percent last week, compared with 79 percent in November.

“The political incidents the country has been through, as well as ongoing protests and strikes, would negatively affect incoming tourism. It led to the cancellation of many reservations,” Selim said.

He said continued political unrest could cause the tourism sector to lose the positive gains it had made in November. Statistics had showed an increase in hotel occupancy rates in coastal Red Sea cities last month.

“Hurghada city in the Red Sea Governorate had the highest rank in the occupancy rates in November. The rates ranged between 77–80 percent,” Selim said.

Selim told Anadolu that the nationalities of the inbound tourists were mostly Russians, followed by Germans, British, Italians and Poles, adding that Czech tourists have also started to come.

He said South Sinai Governorate had a lower occupancy rate than the Red Sea, reaching 66.79 percent in November, but added that this indicates a tourism recovery when compared to earlier rates.

Occupancy rates in Aswan were about 8.2 percent, while Luxor had rates of 25 percent in November, Selim said. British, Italian and German tourists comprised most of the inbound travelers for the two governorates.

The UK Foreign Office said Sunday that its "overall advice for travel to Egypt has not changed this weekend," and it only recommends against all travel to North Sinai and all but essential travel to parts of South Sinai, citing “a high threat from terrorism.”

“We do not advise against travel to Egypt. Changes made over the weekend concerned the threat of terrorism,” the foreign office wrote on its Facebook page.

More than a million UK citizens visit Egypt annually, according to Egypt’s Tourism Ministry. The majority go to Red Sea resorts like Sharm el-Sheikh and Hurghada.

Three policemen were killed in North Sinai on Saturday in the largest attack against security forces since August, when gunmen killed 16 army soldiers in an attack on a border outpost.

The military launched a wide-ranging campaign after that attack to flush out militants, but drive-by shootings such as the one on Saturday have continued.

Assistant Public Prosecutor Adel Saeed on Tuesday said that Public Prosecutor Abdel Meguid Mahmoud ordered investigation into fugitive businessman Hussein Salem evading payment of some LE90 million in taxes owed for a period of up to 15 years.

The amount is due on returns from renting property in Heliopolis, the Movenpick Hotel and 18 villas in Sharm el-Sheikh. Salem did not formally notify the Tax Authority of these properties.

Saeed added in a press statement that experts in both the Justice Ministry and the Illicit Gains Authority are conducting the investigation.

In June, the Cairo Criminal Court sentenced Salem, a close ally of former President Hosni Mubarak, and former Petroleum Minister Sameh Fahmy to 15 years in prison for their involvement in Egypt’s notorious gas deal with Israel.

Egypt has an extradition request pending for Salem, who was arrested in Spain last June. On 11 June, state-run MENA news agency reported that the Spanish Constitutional Court has suspended the extradition of Salem to Egypt until his request for asylum is answered.

Prior to this, a Spanish national court had ordered the handover of Salem on the grounds that he is exploiting his Spanish nationality to evade extradition.

Salem fled to Spain during Egypt’s 25 January uprising last year. Following Mubarak's resignation, Egypt called on Interpol to arrest Salem for bribery, abuse of power and squandering public money. The Spanish government then found evidence implicating him in money laundering in Spain.

Salem was accused of giving Mubarak and his two sons, Alaa and Gamal, luxury villas in Sharm el-Sheikh for free, although they are valued at more than 5 million euros, in return for Mubarak granting him more than 2 million square meters of land in the same area.

The Cairo Criminal Court acquitted the defendants on 2 June, saying the sales in question occurred more than 10 years ago, which is beyond the statute of limitations for non-state employees to be prosecuted on corruption charges.

The attack on an Egyptian security checkpoint near the Israeli border late Sunday that left 16 officers dead has already impacted Egypt’s tourist flow, said Nagui Erian, deputy chairman of the Egyptian Hotels Association.

Erian said some tourist groups have either canceled or called off their reservations, describing the situation as catastrophic for the current active tourist destinations such as Sharm el-Sheikh and the Red Sea.

Sherif Bahaa Eddin, a marketing manager at a five-star hotel, told Al-Masry Al-Youm that some hotels had received cancellation notices from Israeli tourism companies following warnings by Israeli websites against visiting the Sinai Peninsula, especially after the Sunday attack.

An official statistic by the Tourism Ministry, meanwhile, have highlighted a drop in incoming Israeli tourists by 35 percent, and set hotel occupancy rates in Sharm el-Sheikh on Sunday at 65 percent.

However, Osama al-Ashry, undersecretary of the Tourism Ministry and director of the hotels and resorts control department, said the department had not yet been officially informed of any cancellation of reservations.

Dozens of Bedouins from the Muzayenna tribe organized a sit-in outside the Sharm el-Sheikh City Council building Tuesday to demand the right to own tourism shops.

The protesters hope to open the shops to sell Bedouin jewelry, and to market safaris and mountain activities.

Tribe member Ramadan Hamid said Bedouin youths had set up 31 shops in the Markatu district with the City Council’s consent. He said the youth had put all their money into the shops and had sold their camels to meet their expenses, only to have the council agree to allow some to own the shops but not others.

Mohamed Abu Atiq, one of the protesters, said he and the other demonstrators would continue to hold the sit-in until they obtain their rights.

The governor of South Sinai, Major General Khaled Foada, said Saturday that Israel's warning to its citizens not to travel to Sinai "are mere rumors that Israel launch from time to time, especially as tourism in Sharm el-Sheikh recovers."

He said the hotel occupancy rate in Sharm el-Sheikh has reached 100 percent for the first time since the revolution.
 
Tourism expert Adel Shokry said such rumors no longer affect tourism.
 
Tarek Fahmy, head of the Israel section for the National Center for Middle Eastern Studies, said Israel makes such warnings "based on the [possibility of] Egyptian institutions being bombed, as immediately before the Dahab bombings."
 
"Chief of General Staff of the Israel Defense Forces Benny Gantz's statements on the existence of a new terrorist organization in Sinai, which he did not name, that aims to link [between Egypt] and the Gaza Strip geographically and geostrategically are dangerous. Gantz also held the group responsible for launching grad rockets on Eilat on 5 April," Fahmy said.
 
He also pointed to an Israeli anti-terrorism agency newsletter emphasizing that terrorist organizations "target Israeli tourists in Sinai to kidnap and swap with Palestinians so as to repeat the experience of Gilad Shalit." Gantz apparently suggested that these organizations might be affiliated with the Salah Eddin Brigades.

Emergency responders have controlled a massive fire that erupted in a resort near Sharm el-Sheikh Airport.

The smoke caused visibility problems, delaying flights from the airport, an airport source reported.

Head of South Sinai security Mahmoud Hefnawy received a report that the fire started at the Nesco Company-owned Sinai Grand Hotel. Five ambulances and three fire engines hurried to the location.

Initial inspections determined that the fire was caused by a circuit shorting in the hotel bar, away from the rooms and chalets occupied by tourists.

The mayor of Sharm el-Sheikh, General Hossam al-Sebai, said there were no casualties and that prosecution is starting investigations.

President Mubarak will open the fourth ministerial conference of the Forum on China-Africa Cooperation in Sharm el-Sheikh today. Participants include Chinese Premier Wen Jiabao and 49 African heads of state, as well as foreign and trade ministers.

The conference will focus on the Beijing Plan of Action adopted in 2006, which includes several cooperation programs and projects between China and Africa, which seek to achieve comprehensive development. The projects concern infrastructure, education, health, trade and the environment.

The forum will also discuss several important topics of interest to both the African and Chinese sides, the foremost of which is security and peace. It also seeks to increase cooperation between China and Africa in order to deal with the changes and challenges facing the continent in light of the financial crisis, and its implications on development efforts in Africa. Particular participation will be paid to infrastructure and agriculture.

At the conclusion of conference activities, the participants plan to adopt the Sharm el-Sheikh declaration and a plan of action that includes detailed and specific programs within the scope of the forum’s activities, and will serve as the foundation of the China-Africa partnership over the next three years, until the fifth conference is held in Beijing in 2012.

Meanwhile, President Mubarak received the Chinese Premier at the presidential palace in Heliopolis yesterday. The two leaders discussed bilateral relations and the development of the situation in the Middle East, particularly events in Yemen, Iraq, Lebanon and Afghanistan, as well as the Iranian nuclear file.

Egyptian Foreign Minister Ahmed Aboul Gheit said the talks between Mubarak and Wen Jiabao focused on bilateral ties and Egyptian-Chinese cooperation projects, specifically those in the northwestern Gulf of Suez. Egypt expressed its willingness to provide all necessary facilities to make sure the projects are successful, said the Egyptian minister. 

The talks, according to Aboul Gheit, focused on Egypt and China’s vision for the region, and President Mubarak explained his views on the regional situations to the Wen Jiabao.
 
Meanwhile, Jiabao stressed his government’s commitment to freedom of religious belief and China’s desire to increase the role of religious figures in economic and social development. In a speech he delivered to the Arab and Muslim world yesterday from the Arab League headquarters, Jiabao said, “China has 10 ethnic groups that believe in Islam and number more than 20 million people. The religious rituals, culture and traditions of these groups are fully respected, he maintained, noting there are more than 35,000 mosques in his country in addition to sprawling Muslim restaurants.

Thousands of tourists poured into Egypt this week, officials said, showing signs that tourism rates are recovering after last year’s uprising.

The number of passengers at Egyptian airports increased by 80 percent this week compared to the same period last year, Gad al-Karim Nasr, chairman of the Egyptian Airports Company, said.

The number of tourists dropped during the last quarter of 2011 by 29.2 percent to 2.9 million, compared to 4.2 million at the same time in 2010, according to official figures.

Hurghada and Sharm el-Sheikh airports received 398 charter flights on Saturday and Sunday, Nasr added.

“Better security performance and spring vacations in Europe, as well as promotion for Egyptian tourism abroad, significantly helped increase the number of incoming tourists,” he added.

Nasr said Hurghada Airport received 27,000 tourists on Saturday and Sunday, and Sharm el-Sheikh Airport received 28,000.

He said the number of tourists arriving at Hurghada Airport was 115 percent compared to the same period last year. But he said the rate was 22 percent less than the same period in 2010.

The tourism rate at Sharm el-Sheikh airport increased by 80 percent compared to last year, but declined by 35 percent compared to 2010, Nasr said.

No increase was recorded at Luxor, Aswan, Abu Simbel and Borg al-Arab airports.

However, the company is considering ways to attract tourists to these airports in the coming months, either by continuing the incentives the Civil Aviation Ministry has granted to airline companies seeking to operate in Egypt or cooperating with airlines to attract more tourists to these cities.

The Supreme Council of the Armed Forces on Wednesday approved the retrial of the defendants in the bombings in of Taba and Sharm el-Sheikh, Thursday.

The Supreme State Security Court of Ismailia had on 30 November 2006 sentenced three defendants to death for killing 24 people, including 9 Egyptians, and injuring 157 others in the bombings, and two other defendants to life imprisonment.

They were all charged with joining a terrorist group, premeditated murder and destruction of property.
