UNITED NATIONS — Egypt's Islamist President Mohamed Morsy has canceled a meeting of four regional powers on the Syria crisis because of the absence of Turkey's prime minister from this week's UN General Assembly, according to Egypt's presidential spokesman.

The quartet of Egypt, Iran, Turkey and Saudi Arabia arose from an initiative by Egypt, whose new president is looking to make his mark with what he has described as a balanced foreign policy.

"There was supposed to be (a) meeting this week, but due to the absence of the Turkish prime minister it's now canceled," presidential spokesman Yasser Ali told reporters late on Tuesday, referring to Turkey's Tayyip Erdogan.

Saudi Arabia stayed away from the quartet's last meeting, which Cairo hosted on 17 September. Saudi Arabia's decision was seen by diplomats and Western officials as a reaction to the presence of Shia Muslim Iran, the major rival of the Sunni Muslim kingdom.

Iran is the only state in the quartet that is an ally to Syrian President Bashar al-Assad and has accused Saudi Arabia and Turkey of helping the rebels who are fighting to topple him.

"We believe that through negotiations and not military intervention the situation in Syria can be resolved. The president (Morsy) believes that progress can made through the quartet committee," Ali added.

Activists say that 27,000 people have been killed in Syria's uprising, which began as peaceful demonstrations for reform 18 months ago but turned into an armed insurgency fighting to topple Assad, with sectarian overtones that could drag in regional powers.

— President Mohamed Morsy will visit the United States on 23 September, making his first trip there since taking power in June, the presidential spokesman said on Wednesday.

The United States was a close ally of Egypt under ousted President Hosni Mubarak and gives US$1.3 billion in military aid a year to Egypt, plus other assistance.

Long wary of Islamists, Washington opened formal talks with Morsy's Muslim Brotherhood in 2011 as the group emerged as a major player in the political scene of the first Arab state to sign a peace treaty with Israel. US Secretary of State Hillary Clinton met Morsy in Egypt during a visit in July.

"President Morsy will visit the United States on September 23 after his visit to China," presidential spokesman Yasser Ali told Reuters, referring to a visit to Beijing next week.

In July, US President Barack Obama invited Morsy to the United States in September during the UN General Assembly meetings, but no date was announced.

Morsy is due to visit China on August 27 and will then go to Iran to attend a meeting of the Non-Aligned Movement on August 30. His first official visit was to Saudi Arabia.

The makeup of Egypt's new government is likely to be decided by the middle of next week, a presidential spokesman said Wednesday, a day after the new prime minister was named by President Mohamed Morsy.

Irrigation and Water Resources Minister Hesham Qandil was designated prime minister on Tuesday, but some critics questioned whether the little-known technocrat had the political or economic experience for the job.

"Negotiations over the formation of the new government will end by the middle of next week," Yasser Ali told reporters.

"A statement will be issued soon or maybe tomorrow about what was achieved with regard to the formation of the presidential team," Ali added, in reference to talks to appoint Morsy's deputies and advisers.

Investors had been hoping for a premier able to tackle Egypt's urgent economic problems. The main index declined to a 1.5 percent close for the second day on investor skepticism about Qandil's political and economic experience.

Morsy himself was sworn in three weeks ago. The time it had taken him to name his prime minister underlined how Egypt is struggling to turn the new political freedoms brought by the overthrow of Hosni Mubarak in a popular uprising a year and half ago into an effective government.

Morsy, a Muslim Brotherhood politician and the country's first freely elected civilian president, is seeking to stamp his authority on a state where the military that assumed power from Mubarak still looms large.

Highlighting the continued influence of the generals, Qandil said Morsy was in contact with them on the choice of the new defense minister, a post currently held by Field Marshal Hussein Tantawi, who held the post for 20 years under Mubarak.

President Mohamed Morsy has ordered a 15-percent increase in pensions and salaries of government employees, as well as another increase in social security, from LE200 to LE300 to take effect in July.

Acting presidential spokesman Yasser Ali said Morsy discussed the program of his first 100 days with Prime Minister Kamal al-Ganzoury, Defense Minister Hussein Tantawi and all the ministers

“The also meeting addressed commodity supplies, Nile water quotas, subsidies, the national coalition and the issue of Egyptians stranded in Benghazi,” said Ali.

He also said the president is settled on the requirements for his presidential and ministerial teams, but has not contacted any candidates. “There is no deadline for the formation of the new government. It will take some time,” he said, adding that the current government will remain until a new one is formed.
