A military source has said that the arrest power awarded to the Armed Forces under the government of former Prime Minister Kamal al-Ganzouri was formally withdrawn on Monday following the preliminary referendum results, and that the troops have all gone back to their barracks.

The source added that the Armed Forces withdrew completely from politics since the handover of power in June, and that a few troops are still securing certain vital installations until the police return in full force.

Former Justice Minister Adel Abdel Hamid issued a decree on 13 June giving military intelligence and officers the power to arrest civilians until a new constitution is in place. The decree was wildly condemned by rights advocates.

The head of the Egyptian military called for a “national dialogue” to be held on Wednesday in an attempt to resolve the political crisis gripping the Arab world’s most populous country, a military source said.

“Defense Minister Abdel Fattah al-Sisi is calling for all sections of the people to convene a national dialogue at the Olympic Village tomorrow,” the military source told Reuters.

According to an official Armed Forces Facebook page, Sisi called for a number of actors to attend the meeting, including figures from the Cabinet, the political elite, national and political forces, revolutionary youth, Al-Azhar and the church, the Judges Club and the Supreme Constitutional Court. He also called on lawyers, journalists, artists, athletes, workers and peasants to attend out of love for Egypt and in order to preserve national cohesion.

Yet the state-owned news agency MENA and Al Jazeera quoted Ahmed Ali, the military spokesperson, as denying that any such meeting had been called for.

Meanwhile, television channel CBC quoted a military source as saying the meeting is not for national dialogue but rather for “societal dialogue.”

Morsy has approved the army call for national unity, according to comments made by Refa’a al-Tahtawy, Morsy’s presidential chief of staff, to Al Jazeera television.

The Muslim Brotherhood said it would attend unity talks on Wednesday called for by the army to end a political crisis in the nation.

“It is clear the invitation is from the army with the permission of the president. If anyone is invited, I don’t think it is appropriate that they stay away,” Brotherhood spokesperson Mahmoud Ghozlan told Reuters, confirming the presence of the Brotherhood at the meeting.

The main opposition coalition, the National Salvation Front, said that it had not yet received an invitation from the army, indicating that it would decide whether to attend at a meeting on Wednesday morning.

Hamdeen Sabbahi, a leading figure in the front, said, “The Egyptian army is a great army and highly valued among all Egyptians. We respect it and its efforts, but if this invitation does not have a clear agenda then we are afraid it will be a public relations exercise and so there would not be any value in attending.”

Recently published reports claiming former President Hosni Mubarak has died or is deteriorating rapidly are false, said on Friday a military source close to the medical team treating Mubarak at the Tora prison hospital.

Mubarak’s condition is stable, aside from some symptoms associated with his age, the source claimed.

The ousted president “has received hundreds of telegrams wishing him happy Eid al-Adha,” the source said, “so he felt that there are still those who support him. Others went to the prison hospital to give him their wishes.”

In June, Mubarak was sentenced to 25 years in prison for failing to prevent the killing of protesters during the 25 January uprising that led to his ouster.

Nine Coptic families in Rafah asked troops that are stationed in the city to increase their numbers to protect their homes and businesses, a military source said Sunday. The souce said the army sent more armored vehicles and tanks in response.

The source added that President Mohamed Morsy gave orders to secure the city, especially the homes and property of Christians.

Also on Sunday, North Sinai Bishop Quzman denied news reports that there was a second shooting at a Coptic family’s house in Rafah. He said the shooting took place when army troops pursued a car carrying weapons near the house.

Nearly 15 Coptic families had reportedly abandoned their homes in Rafah after unknown persons posted flyers demanding that they leave. Later, an unknown assailant fired at a Coptic-owned store. Acting pope of the Coptic Orthodox Church, Bishop Pachomius, condemned the events.

However, Bishop Quzman denied reports that the region’s Copts had been forcibly relocated to Arish.

A high-level military source said Wednesday that the Armed Forces, in cooperation with the police, adopted a new strategy in the security crackdown in North Sinai.

He added that Operation Eagle has started to pay off and achieve its security objectives.

The source said, on condition of anonymity, that the new strategy depends on using light arms instead of heavy military vehicles.

Eyewitnesses reported last week that the tanks participating in Operation Eagle withdrew from Sinai. Reuters quoted a security source as saying that the tanks would be replaced with armored vehicles.

The Armed Forces launched Operation Eagle in North Sinai to confront militants who authorities believe were responsible for killing 16 soldiers in an attack on a border checkpoint in August.

The source told Al-Masry Al-Youm that the Army and police arrested dozens of people allegedly involved in various incidents, as well as people who possessed firearms without license.

The source expressed his frustration that the majority of residents have not handed their arms over to the Ministry of Interior for licensing. He appealed to the people of Sinai to hand over their weapons to be licensed in order not to be convicted if arrested.

The delay in announcing the names of the accused in the checkpoint attack was due to the expansion of investigations to include new suspects, the source explained. He said the new suspects were identified during a detained suspect’s confession at the Ismailia military prosecution.

A number of Sinai tribal chiefs said that smuggling through Gaza tunnels was going on as normal, and that Egyptian security forces’ process of filling the tunnels did not have a significant effect on smuggling.

Investigations into a man who is accused of being a leading jihadist, Hamada Abu Shita, have revealed important details about the identities of suspects of an attack at a Sinai security checkpoint last month, a high-ranking military source told Al-Masry Al-Youm.

A group of assailants had killed 16 Egyptian security officers at the checkpoint on 5 August, then attempted to cross the nearby Israeli border with a stolen armored vehicle.

The source, a member of the Supreme Council of the Armed Forces who is connected to the ongoing military operations in Sinai, said Abu Shita told military prosecutors in Ismailia the identities of the alleged attackers.

Abu Shita said the perpetrators include two Palestinians who entered Egypt through tunnels on 31 July and lived with him for six days to prepare for the attack.

However, Abu Shita denied knowing about their intention to carry out the attack and stressed that he had them in his house as guests because of their friendship.

The source said Abu Shita told the prosecutors his two Palestinian guests left his house the morning of the attack, then returned that evening to take their belongings and told him they participated in it. They left the house in a car without license plates.

A Palestinian passport was found where Abu Shita was arrested, the source said.

The source stressed that Egyptian authorities sent a request yesterday to Hamas officials to speed up the arrest of the two suspects and hand them over to Egypt for trial.

Twenty-one suspects in the attack are now in custody. Three of them will be released in a few days, however, since they have been proven not to be involved in the events, the source said.

The Hamas leadership in Gaza has vowed to collaborate with Egypt to identify the assailants. A Hamas delegation in Cairo met Saturday with senior Egyptian officials and pledged to tighten security measures at the border.

But neither government has fully pursued ending the movements of people and goods through tunnels that link the besieged strip to Egypt.

Meanwhile, reports circulated in the media Saturday that the Israeli spy agency Mossad was operating inside Sinai, following a statement by a militant group accusing the agency of killing one of its men in the peninsula.

The group, called Jama’at Ansar Beit al-Maqdis, said on its website that Israel hired spies from among Bedouin tribes to facilitate the killing of a member, who died after a bomb planted in his motorbike was detonated. This group had previously claimed responsibility for the repeated bombings of the gas pipeline that transports natural gas to Israel through a deal with Egypt.

The military has continued to withdraw heavy military vehicles from North Sinai, and a state of calm has prevailed in the background of the Operation Eagle campaign targeting armed militants. Israeli media have repeatedly expressed the country’s wariness over Egypt’s movement of arms into parts of Sinai without prior consent, given the arms restrictions under the peace treaty between the two countries.

In South Sinai, security authorities in Sharm el-Sheikh have evacuated all police checkpoints after the killing of two young Bedouins yesterday during an exchange of fire with police. A number of the victims’ family members burned a police car, cut off the Salam Road in front of the Sharm el-Sheikh International Hospital, and kidnapped a police officer before later releasing him.

Operation Eagle will remain ongoing to confront criminals and achieve security and stability in Sinai, said senior military sources Tuesday, amid reports that it had been called off.

The sources called on Sinai citizens to inform security forces of any criminal hotspots or strangers that appear where they live.

The sources added that the Armed Forces and police are appealing to Sinai residents to hand over their weapons at the nearest security checkpoint, for which they will be compensated.

They also said security agencies have information about criminal elements hiding in Ras Sidr, a city on Sinai’s western coast.

Over the last few days, conflicting reports have surfaced regarding Operation Eagle, which the Army launched after a 5 August attack near the Rafah border crossing to Israel left 16 Egyptian security officials dead.

German news agency DPA quoted witnesses Monday as saying that as of now, Sinai is quiet — particularly in the east, where the cities of Rafah and Sheikh Zuwayed are located — and that they have not witnessed any recent security raids or operations.

State-run Al-Ahram newspaper quoted a military source as saying that Operation Eagle has not been suspended. The source denied rumors that the operation was halted after the military agreed with extremist militants in Rafah and Sheikh Zuwayed to end the violence.

The Sinai Bedouins tribal youth union called on security officials to disclose information about Operation Eagle, and to prosecute officials who have been negligent or slow in protecting soldiers at the Rafah border crossing checkpoint.

In a meeting in Sheikh Zuwayed on Thursday evening, the union said the state must combat Sinai’s extreme poverty if it hopes to achieve stability in the peninsula.

Operation Eagle has harmed the people of Sinai, said union member Mostafa al-Atrash. “Masked men enter our homes, and the process has become inhumane.”

Rumors that Former Minister of Defense Field Marshal Tantawi is sick are false, a military source close to Tantawi said, adding that he is leading a normal life.

The source, who was a member of the Supreme Council of the Armed Forces, said Tantawi wished President Mohamed Morsy good luck in serving the nation on Eid al-Fitr.

Morsy also phoned Tantawi after rumors circulated that he had been sick and transported to the hospital.

The source said Morsy listens to Tantawi's advice on the developments in Egypt and the ongoing military operation in Sinai.

Tantawi spent Eid with his children and grandchildren, the source said, adding that he takes some medication for some diseases related to aging.

The source said Tantawi is an experienced man with a strong personality and would not be negatively affected by Morsy’s decision to force him into retirement.

The source also said Tantawi believes that Egypt needed the 25 January revolution to eliminate oppression and corruption that were rampant under the rule of ex-President Hosni Mubarak.

He added that Tantawi tells his relatives and friends that he and his colleagues backed the revolution and that if the revolution had not succeeded, they would have suffered a great deal, particularly after asking Mubarak to step down after the revolution began.

Six suspects in the Sunday attack in Sinai were arrested following a joint operation between the police and the armed forces in Sheikh Zuwayed, North Sinai, state television reported on Friday.

The operation was part of a larger crackdown in the Sinai area after a series of assaults were launched against security checkpoints, beginning with Sunday’s attack on the Egypt-Israel border near Rafah which left 16 soldiers dead.

The arrested are “terrorist” elements, state TV quoted a military source as saying.

State-run newspaper Al-Ahram also quoted a high-level military source as saying that the suspects belong to radical groups.

“The [attacks] are carried out in the darkness of the night because the [attackers] do not dare to move in the day. Security forces have identified where the majority of them are and watch them closely, especially in the hot spots,” the military official told Al-Ahram.

Al-Ahram added that security forces have intensified their presence in a number of areas in North Sinai where wanted suspects are believed to be hiding, including the Mahdeya village, the Omar valley, the Gawra area, Sheikh Zuwayed and Gabal al-Halal.

The source added that Mahdeya village is considered to be the largest arms trade center in North Sinai and that security forces aim to eliminate similar spots because they provide radical groups with sophisticated arms.

“No matter what kind of weapons these terrorists possess, that will not prevent the armed forces from eliminating them,” the source said.

Attacks on checkpoints continued on Thursday evening when anonymous gunmen attacked the Rayesa checkpoint on the Arish-Rafah International Road.

Eyewitnesses said that the gunmen attacked the checkpoint from mountain areas more than once and security forces exchanged fire with them.

The Rayesa checkpoint had been attacked 29 times since the outbreak of the 25 January revolution. Thursday's attack was the 30th. The checkpoint is located on the international road at the eastern entrance of Arish City and is manned by police officers and armed forces.

An official military source on Monday dismissed media reports that Chinese warships carrying arms passed through the Suez Canal en route to Syria.

The source told Al-Masry Al-Youm that the Chinese ships were carrying goods to Ukraine, stressing that their passage through Egyptian territorial waters followed internationally approved rules.

Hassan al-Brince, a senior leader of the Muslim Brotherhood’s Freedom and Justice Party, had defended granting the ships permission to move through the canal, saying Egypt had no right to block their way. His remarks prompted Hazemoun, a group of supporters of former presidential hopeful Hazem Salah Abu Ismail, to attack the Muslim Brotherhood for justifying the measure.

“The Brotherhood youth had dismissed news about the ship as rumors. We say Iranian warships had also passed through the canal twice to the Syrian port of Tartous to supply Bashar with weapons,” Hazemoun members said in their tweets, referring to Syrian President Bashar al-Assad, who has been orchestrating a bloody crackdown on anti-regime protesters since March 2011

They said Brince used the same pretexts of international obligations that Hosni Mubarak’s regime used to voice.
