A military source has said that the arrest power awarded to the Armed Forces under the government of former Prime Minister Kamal al-Ganzouri was formally withdrawn on Monday following the preliminary referendum results, and that the troops have all gone back to their barracks.

The source added that the Armed Forces withdrew completely from politics since the handover of power in June, and that a few troops are still securing certain vital installations until the police return in full force.

Former Justice Minister Adel Abdel Hamid issued a decree on 13 June giving military intelligence and officers the power to arrest civilians until a new constitution is in place. The decree was wildly condemned by rights advocates.

President Mohamed Morsy granted former Prime Minister Kamal al-Ganzouri the Order of the Republic on Thursday to honor him for his efforts during the transitional period.

Morsy delivered this distinction during a meeting with Ganzouri at the presidential palace in Heliopolis this afternoon.

Ganzouri, who was named prime minister following Essam Sharaf, was initially met with staunch opposition from revolutionary forces, who responded to Ganzouri’s appointment to the post by staging a sit-in at Cabinet headquarters.

After Morsy was elected president in June, he asked Ganzouri to continue in his role as prime minister until the new cabinet headed by Hesham Qandil, Ganzouri’s former irrigation minister, was formed.

The general department of mills and bakeries at the Federation of Chambers of Commerce has been asked to begin a study on setting the fixed price of bread at 10 piasters instead of five, according to the department head.

Prime Minister Kamal al-Ganzouri has also asked the department to study freeing the milling and baking sector from delivering the bread to the state at fixed prices, said Abdallah Ghorab, head of the department, on Saturday.

On Saturday Ganzouri discussed bread distribution and how resolve worker's low wages with Minister of Supply Gouda Abdel-Khalek and Ghorab.
 
An official cabinet source, however, denied that the cabinet intends to increase the price of a loaf of bread from five to 10 piastres.
 
The source told state news agency MENA that President Mohamed Morsy had rejected the suggestion in a recent meeting with Ganzouri, Abdel Khaleq, Ghorab, the internal trade minister and the  finance minister.

Ahmed Morsy called on his father, President Mohamed Morsy, to quickly form a new government and presidential team, identify their roles and responsibilities and update the people on any delays in this process in a statement posted on his Facebook page on Thursday.

There have been conflicting reports about who would succeed Kamal al-Ganzouri as prime minister. Ganzouri tendered his resignation in June, but was asked by the Supreme Council of the Armed Forces to continue until a new government is formed.

Morsy also asked Ganzouri to stay when the two were discussing the president’s platform for the first 100 days of his rule, state-run news agency MENA reported.

According to a source in the president’s office, even when the new prime minister is announced Cabinet will remain as is until the rest of the ministers are chosen.

Minister of Planning Fayza Abouelnaga on Wednesday said the government of Prime Minister Kamal al-Ganzouri will continue to operate until a new one is formed, state TV reported.

President Mohamed Morsy met with Prime Minister Kamal al-Ganzouri and his Cabinet Wednesday afternoon as part of consultations over the formation of his own government, state-run MENA news agency said.

“Kamal al-Ganzouri’s cabinet will continue during Ramadan,” Al-Masry Al-Youm reported a source from the president's office as saying following the meeting.

The Ganzouri Cabinet will stay in place even after a new prime minister is named, until all the new ministers are appointed, the source said.

Morsy had met with Ganzouri to discuss his platform for the first hundred days, which includes five main themes, namely to solve the problems pertaining to traffic, the production of bread, garbage, security and energy.

Local Development Minister Mohamed Ahmed Attiya said that during the Wednesday meeting, the president emphasized his 100-day plan and also called on ministers to coordinate among themselves to provide citizens with staple foods, especially during Ramadan.

Ganzouri plans to hold a Cabinet meeting on Thursday to discuss solutions for the traffic and the garbage problems.

During the meeting, Ganzouri submitted a report to Morsy about problems his government has tackled, as well as other outstanding issues, according to Al-Ahram. The report also includes timelines and financial plans for addressing those unsolved problems.

During a graduation ceremony at the Military Academy on Tuesday, Morsy had said that the new government would be announced as soon as possible.

State-owned paper Al-Ahram described the meeting as “urgent,” adding that it may be followed, within hours, by the announcement of a new prime minister.

Former Central Bank of Egypt Governor Mahmoud Abul Oyoun is the most likely nominee for prime minister, a source from the presidential office told Al-Masry Al-Youm.

The source said the presidency had settled on Abul Oyoun after considering several other names, and that his nomination is expected to be announced soon.

News outlets have had mixed reports recently on the possible nominee for prime minister.

The nominee would replace Prime Minister Kamal al-Ganzouri, who submitted his resignation after President Mohamed Morsy’s election. But the Supreme Council of the Armed Forces asked Ganzouri to remain in office until Morsy appoints his successor.

Some reports said the Muslim Brotherhood favors Khairat al-Shater, who had been the group’s first candidate for president until he was disqualified by the elections commission. Brotherhood youth created Facebook pages to support Shater, a prominent group leader.

Other reports had previously said Constitution Party founder and former UN nuclear watchdog chief Mohamed ElBaradei was a possible choice.

Morsy had vowed to appoint Cabinet members that represent all political groups once he is elected, and assured that the Brotherhood would not seek to dominate the new government.

The acting spokesperson for the presidency, Yasser Aly, has dismissed news that President Mohamed Morsy has appointed himself prime minister.

Aly also declined to comment on reports that caretaker Prime Minister Kamal al-Ganzouri will remain in the position to implement the president’s platform for his first 100 days in power.

A new cabinet will be formed very soon, Aly told state news agency MENA, and work is underway to implement Morsy's "100-day plan."

Morsy has held more than 27 meetings with traffic officials and representatives of state institutions and local councils, Aly said.

Morsy, who formerly headed the Muslim Brotherhood’s Freedom and Justice Party, has pledged to form a government that represents diverse political powers to appease fears that the Brotherhood intends to hegemonize the government.

Conflicting news reports have appeared about who will be appointed to the new cabinet.

Ganzouri submitted his resignation on 25 June to the Supreme Council of the Armed Forces, which asked him to continue to manage affairs until a new government has been appointed.

Aly said serious work is being done to address major issues in the first three months of Morsy’s presidency so citizens, investors and tourists can sense an improvement in the country's general condition.

Planning and International Cooperation Minister Fayza Abouelnaga said a US$1 billion loan from the International Islamic Trade Finance Corporation, which is affiliated with the Islamic Development Bank, will be signed on Monday.

The loan would have a 3.25 percent interest rate.

In a statement to the press on Thursday, Abouelnaga said money from the loan will be distributed to the Egyptian General Petroleum Corporation and the General Authority for Commodities.

Prime Minister Kamal al-Ganzouri said on Wednesday during a statement to the Shura Council that food commodities will be offered at half price during Ramadan.

This year, the holy month of Ramadan will start on 20 July.

Prime Minister Kamal al-Ganzouri refused to define his Cabinet as “interim” and called on parties and political movements to cooperate during this difficult period of Egypt’s history.

While making a statement to the Shura Council on Wednesday during a session devoted to social and economic development plans, Ganzouri said, “Whoever feels that they have not gotten what they want should be patient for a few months for what the executive branch has put in place to be achieved.”

He added that the implementation of major projects that were halted under the previous regime would spur development.

Ganzouri went on to list the Cabinet’s accomplishments, saying: “We achieved what could not be done in seven months, which could not have been achieved without a divine miracle in a time when we have witnessed mass demonstrations each week and traffic disruptions. There were no resources coming from abroad, and government spending has been reduced to LE20 billion from LE25 billion. We tried to push revenues to LE40 billion. We were able to provide LE5.1 billion pounds to support petroleum products and LE1.2 billion to support food products.”

He added that US$100 million was provided during the past two days to procure petroleum products needed for energy during the summer and the month of Ramadan.

Ganzouri said that the budget for this year is the result of the last fiscal year being difficult and full of crises, and that half of the expenditures are intended to go to government employees’ salaries.

Ganzouri ignored Shura Council Majority Leader Ali Fath al-Bab’s request that he direct a few words to the youth of Egypt who demonstrated across the country. Ganzouri responded that Egypt’s youth spearheaded the revolution, which was the will of God. He then asked to be excused to attend a meeting.  

Shura Council members praised the performance of Ganzouri and his Cabinet for the fact that he took power during difficult circumstances.

“Ganzouri is not new to us and we’ve dealt with him directly before. He took over in difficult circumstances when things have been mixed up. Today we are in dire need of everyone using their abilities in the service of the country,” Fath al-Bab said.

“God blessed us with the revolution and young people gave their lives for us to take that stand,” he added.
