Ministry of Endowments spokesperson Salama Abdel Qawy denied that Endowments Minister Talaat Afify refused an invitation from Iranian President Mahmoud Ahmadinejad to celebrate Prophet Mohamed's birth in Iran.

Abdel Qawy said that Afify is keen on boosting cooperation with Islamic and Arab countries to spread the true concepts of Islam despite doctrinal differences, and also stressed the necessit of respect, coexistence and dialogue.

Abdel Qawy described the invitation from Iran as "positive," but added that the minister is still deciding on it.

On Monday, Afify met with the Iranian ambassador in Cairo in his office, who then invited the minister to  attend the 26th International Conference of Islamic Unity, which is scheduled for 27–29 January in Tehran.

The ministry has in the past refused to take part in Shia celebrations in Egypt and abroad, declining invitations sent to the imams of the Hussein and Sayeda Zeinab Mosques to participate in Shia celebrations in Lebanon.  

An adviser to Afify, Fouad Abdel Azeem, was recently referred for investigations for visiting Iran, and Abdel Qawy told Al-Masry Al-Youm recently that the minister does not approve of the "Shia tide" in Egypt.

Iranian President Mahmoud Ahmadinejad of Iran has congratulated his Egyptian counterpart Mohamed Morsy for the “success” of the referendum on the country’s new constitution.

The poll, which ended on Saturday, indicated an estimated approval of 64 percent for the charter, which was drafted by an Islamist-dominated Constituent Assembly. Official results are expected to be announced later on Tuesday.

The Iranian Arabic-language channel Al-Alam quoted Ahmadinejad as saying in a phone call with Morsy that his country will spare no efforts in supporting the Egyptian nation. Morsy, in turn, said both states can make progress with joint efforts.

On Sunday, Iran’s foreign ministry also welcomed the passage of the constitution. Iranian foreign ministry spokesperson Ramin Mehmanparast said Iran considers the constitution a crucial step toward democracy in Egypt, according to the Iranian Students’ News Agency.

Tehran has expressed a desire to exchange ambassadors with Egypt since the election of President Mohamed Morsy, but this has not yet occurred.

President Mohamed Morsy will deliver a speech on Friday at the country’s joint parliament session, during his visit for the Developing 8 Islamic countries summit, Pakistani state radio reported.

The report said that Morsy will be the first Egyptian president to visit Pakistan.

Pakistan’s Foreign Minister Hina Rabbani Khar said Monday that Morsy’s visit will continue after the summit, despite the deteriorating situation in Gaza.

In addition to Morsy and Pakistan’s Asif Ali Zardari, other heads of D8 member states include Indonesian President Susilo Bambang Yudhoyono, Iranian President Mahmoud Ahmadinejad, Nigerian President Goodluck Jonathan and Turkish Prime Minister Recep Tayyib Erdogan.

Malaysia will be represented by Deputy Prime Minister Tan Sri Muhyiddin bin Yassin, and Bangladesh by an adviser to Prime Minister Hasina Wajid.

The D8 group aims to enhance member states’ world economic standing.

Egypt and Iran won’t be reinstating normal diplomatic relations any time soon, presidential spokesperson Yasser Ali told the London-based Asharq Al-Aswat on Friday.

Ali said that President Mohamed Morsy's visit to Tehran for the Non-Alignment Summit is protocol, not a sign of changing diplomacy.

Morsy made his position clear when discussing the situation in Syria at the summit of Muslim leaders held earlier this month in Mecca, which was attended by Iranian President Mahmoud Ahmadinejad, Ali said.

At the summit, Morsy suggested forming a contact group between Egypt, Saudi Arabia, Iran and Turkey to tackle the crisis in Syria. However, Morsy would not support military intervention in Syria, which may occur if the Syrian regime continues to persist with the support of Russia and China.

 "Egypt rejects that the Syrian regime remains in power at the expense of its people, but at the same time does not accept any military intervention,” Ali explained.

 Iranian Foreign Minister Ali Akbar Salehi had stressed the importance of President Mohamed Morsy’s visit to Tehran, and Iran's determination to resume diplomatic relations with Egypt.

Ties between the predominantly Sunni Egypt and mostly Shia Iran were severed in 1979 following Iran's Islamic revolution and the signing of Egypt's peace treaty with Israel.

Under former President Hosni Mubarak, a close ally of the US who regularly met top Israeli officials, Iran and Egypt sparred for influence in the Middle East.

US State Department spokesperson Victoria Nuland said on Wednesday, when asked during a press conference if Washington was concerned about this issue, that the normalization of relations with Iran is a sovereign decision for Egypt to make.

President Mohamed Morsy will attend the Non-Aligned Movement Summit, Iran on 30 August on his way back from a visit to China on 27 August, sources at the presidency told MENA on Saturday.

Morsy received an invitation to the summit from the envoy of Iranian President Mahmoud Ahmadinejad, Hamid Baqaei.

"We look forward to Egypt’s participation as a founding member of the movement," Baqaei said.

The presidency of the Non-Alignment movement would be handed over by Egypt to Iran during the summit, which would also discuss the challenges facing the movement.

Diplomatic relations between Egypt and Iran were severed more than 30 years ago, but since Egypt's Hosni Mubarak was toppled, both Cairo and Tehran have signaled interest in renewing ties.

President Mohamed Morsy does plan on taking part in the Non-Aligned Movement (NAM) conference slated for 30 August in Tehran, a presidential source told Al-Masry Al-Youm.

Morsy made the decision "out of anxiousness to represent Egypt in international events,” the source said.

Hamid Baghaei, Iran's vice president, had earlier extended an official invitation from Iranian President Mahmoud Ahmadinejad for the summit, but Morsy did not immediately accept.

Morsy encountered his Iranian counterpart on Monday for the first time since assuming his new role during an extraordinary Islamic summit held in Mecca, Saudi Arabia.

The NAM, a 118-state organization, was established in 1955 to emphasize non-alignment with the world’s superpowers. Iran is poised to take over from Egypt as the head of the NAM for the next three years.

Iran severed diplomatic relations with Egypt when former President Anwar Sadat signed the Camp David Accords with Israel in 1979, and then welcomed the ousted shah after the 1979 Iranian Revolution.

Relations between the nations have been tense for the past 30 years. Under the rule of former President Hosni Mubarak, Egypt had accused Iran of destabilizing the Middle East by meddling in countries' internal affairs.

Iran named a street in Tehran after Khaled al-Islambouli, who assassinated Sadat in 1981, and accused Egypt of taking part in the Israeli war on Gaza in December 2008.
