A government decision to close shops at 10 pm has been postponed indefinitely. The regulation was schedule to take effect Saturday, but unrest has prompted the government to delay its enforcement, Local Development Minister Ahmed Zaki Abdeen said Friday.

An informed ministry source also told Al-Masry Al-Youm that the Cabinet is considering canceling the decision altogether over concern about public outcry and the consequences the Interior Ministry might face when police enforce the closing time.

The decision was announced in October as an energy-saving measure under the pressure of repeated power outages in many governorates, the anonymous source said, describing the decision as "not studied at all."

The government had initially said that following Eid al-Adha stores must close at 10 pm and eateries at midnight to conserve energy.

Abdeen’s statement Friday is the most recent in a series of official comments delaying the application of the controversial policy.

The state television website reported earlier that Qalyubiya shop owner Ashraf Makram had filed the first lawsuit against the regulation with the State Council Administrative Court. His lawyer, Ali Ayoub, said forcing stores to close at 10 pm is illegal and harms the interests of store owners.

The Cairo Chamber of Commerce proposed last month that streetlights and lights outside government buildings be switched off during the day to save energy instead.

“This would save 35 percent of energy,” the chamber's vice presient, Ali Shokry, told Al-Masry Al-Youm at the time. “The government should consult us on this issue.”

The chamber of commerce asked the government to repeal the directive, saying it was “rejected nationwide,” and added that storeowners should at least be given more notice.

The Interior Ministry warned against what it claimed were calls to break into government buildings Monday, when activists plan to memorialize last year's clashes on Mohamed Mahmoud Street.

So far there have been no calls to enter government buildings, but peaceful marches from Cairo University to Tahrir Square have been planned.

The ministry’s media spokesperson said the Interior Ministry has reassured protesters many times that it firmly believes in peaceful and legitimate freedom of expression, without attacking the freedom of others, their interests or public facilities.

He added that the ministry took all necessary measures to protect its premises in accordance with the provisions of the law and that police were trying to ensure safety and security for all citizens, while urging protesters not to heed the alleged calls to break into government buildings.

Local Development Minister Ahmed Zaki Abdeen told Al-Masry Al-Youm on Tuesday that a government order to close stores by 10 pm and restaurants and cafes by midnight would be implemented beginning Thursday in all governorates.

The decision is final and there is reversing it, he added.

The state television website reported that a storeowner filed the first case against the early closure decision on Tuesday. Qalyubiya shopkeeper Ashraf Makram filed the case before the State Council Administrative Court.

Makram's lawyer Ali Ayoub said that the order that stores be closed at 10 pm is illegal without reason, and harms the interests of shop owners.

Most people prefer to shop in the evening, especially after 8 pm, Ayoub added.

Also on Tuesday, the Cairo Chamber of Commerce proposed that streetlights and lights outside government buildings be switched off during the day to save energy, rather than shops being closed early.

“This would save 35 percent of energy,” CCC Vice President Ali Shokry told Al-Masry Al-Youm. “The government should consult us on this issue.”

The CCC asked the government to repeal the early closures decision, saying it was “rejected nationwide,” and added that storeowners should at least be given enough time to implement it.

Earlier this month, the government announced that following Eid al-Adha stores must close at 10 pm and restaurants and cafes at midnight to conserve energy. Egypt has been experiencing frequent electricity cuts due to power shortages.

Cairo is known as a city that does not sleep because many stores are open late and restaurants and cafes operate around the clock and the decision, if implemented, would likely prompt an outcry from business owners.
