Israel’s state radio said on Tuesday that the foreign ministry is making contact with Egyptian authorities to secure the release of an Israeli who has been detained in Egypt since Saturday.

An Egyptian state security official had said Monday that they had arrested a retired Israeli army sergeant near Taba in South Sinai after entering the country illegally. His mother and Israeli media have both claimed he is a civilian pro-Palestinian activist.

According to Egyptian state news agency MENA, the man was a Tel Aviv resident of Russian origin who was not carrying a passport, and his name had not been on tourist arrival lists. But Israeli media reported that Andrei Pshenichnikov, a known pro-Palestinian activist, had crossed into Egypt with the intention of entering the Gaza Strip, an area that is off limits to Israelis for security reasons.

His mother, Svetlana, told Israel Radio that he was in custody in Egypt and that he had intended to travel via Sinai to Cairo to rendezvous with friends from France.

"He received his visa [to visit Egypt] and went to Eilat, intending to cross into Egypt, tour the area and then go to Cairo, but Israeli police stopped him at the border and said he had tried to cross the border illegally … they held him for several days and they demanded he sign an undertaking not to go to Cairo, but he refused."

She added that her son was eventually released by Israeli authorities after his Israeli and Russian passports had been confiscated, but that later in the day he had called from Taba and said he had been detained there by Egyptian authorities.

"After he finished his army service … he supported [Palestinians] … He later rented an apartment in a refugee camp in Bethlehem to prove to the locals that there are Israelis who are in favor of peace," Svetlana added.

Egyptian security sources in Sinai said the detainee had been gathering information about Sinai from drivers in the area near the Taba border crossing between Egypt and Israel.

Egypt is trying to reassert control over Sinai, which has suffered from lax security since the uprising that overthrew Hosni Mubarak in February 2011.

A number of professional syndicates are calling on Egyptian authorities to investigate why syndicate members–including doctors, engineeers, and journalists–have been detained in the United Arab Emirates.

Relatives of Ahmed Gaafar, a journalist who runs a private media center in Dubai, said he disappeared two weeks ago while on his way home from work in Dubai. His family said that all of his personal belongings disappeared. Dubai police revelated that they had detained Gaafar six days ago. The family then called on the Journalists Syndicate and the Arab Journalists’ Union to intervene and demand information about the reasons for his detention.

Karem Mahmoud, the sydicate’s secretary, said the board received a complaint from the family on Saturday and that the syndicate contacted the foreign ministry regarding the circumstances of his detention.

Professional syndicates of doctors and physical therapists are likewise calling on the presidency and the foreign ministry to intervene in order to determine why three Egyptian doctors were detained by Emirati authorities. It also called on the physical therapists association in the UAE to form a fact-finding committee to investigate detentions by what they called an "unknown authority" and to investigate why detainees' families have been prevented from traveling home from the UAE without legal justification.

The Doctors’ Syndicate Freedom Committee said that three detainees were getting ready to return home to Egypt along with their families when their houses were attacked and their personal computers were seized. The committee threatened to stage protests outside the Emirati embassy in Cairo, saying there are “other steps for escalation if the detainees are not released and their families allowed to return back to their homeland.”

Meanwhile, the Engineers Syndicate’s branch in Daqahliya said Emirati authorities had arrested two members in the Dubai airport. They were taken to an unknown location 20 days ago. One of the detainees’ wives said her husband had decided to close the contracting company he owns in Dubai and that he was planning his return to Egypt when he was arrested.

Egypt opposes Turkey’s practice of diverting shipping routes from Damietta and Port Said harbors to the Israeli port of Haifa, state-run Al-Ahram newspaper reported Monday.

The paper quoted an informed Transportation Ministry source as saying that the problem was discussed with the Turkish ambassador in Cairo, who said such procedures are set by the Turkish division of the Commercial Chambers Union.

Talks are ongoing between Egypt and Turkey for commitment to an agreement made four months ago to operate shipping lanes between Egyptian and Turkish harbors without resorting to Israeli harbors, the source said.

Trips were going regularly over the past few months, according to the source. However, Egyptian authorities were surprised by the recent transfer of vehicles to Jordan from Turkey via Haifa.

Egyptian authorities opened the Rafah border crossing Thursday following the Israeli attack on the Gaza Strip.

An Egyptian security source told the German news agency DPA that the Egyptian authorities decided Wednesday evening to open the Rafah border crossing on Thursday and Friday. Border workers' holiday vacations were canceled. 

“Work would resume on both sides of the border in order to be ready for the arrival of any injured Palestinians so they could be transferred to Arish Public Hospital, which is ready to receive them," the source said.

An administrative court ruled on Saturday that the government must renew the license of Qatari-owned news channel Al Jazeera Mubasher Misr.

The channel said it had applied for the renewal of its license in April 2011, but the renewal was refused without any reason being given, which it said was against the law of investment guarantees.

Official sources at the channel had said in previous press statements that Egyptian authorities, particularly during the rule of the Supreme Council of the Armed Forces, refused to renew the license, which prompted the channel to broadcast from Doha.

Security forces twice stormed the channel's offices in September 2011 and confiscated equipment.  The government justified the raid by saying that the channel was operating without the proper permits.

The channel was the target of frequent raids and harassment under former President Hosni Mubarak's rule. Egyptian authorities briefly shut down the channel during the 25 January revolution, accusing it of inciting the protests that ultimately forced Mubarak out.

Security sources told Al-Hayat London-based newspaper that jihadi leaders might shift their operations from Sinai to other governorates after crackdowns in the peninsula.

The sources added that the security services were hunting jihadis in Cairo, Alexandria, Gharbiya, Giza, Qalyubiya, and Suez.

The Egyptian authorities arrested five people over the past two days, including a Tunisian national and a former Egyptian police officer. Another Libyan was killed during an exchange of fire with the police in the Cairo suburb of Nasr City.

Sources told Al-Hayet that the arrested cell members said that jihadis went to Sinai after the revolution to receive weapons training, but left the area after Operation Eagle began. The sources added that arrested jihadis had also said that jihadis were present in many Egyptian governorates, alleging that most had links to Al-Qaeda.

News reports mentioned that the Egyptian Intelligence Services interrogated the cell to see whether the members had links to Sheikh Mohamed Gamal al-Kashef (Abu Ahmed), who was released by Egyptian authorities after the revolution. The Egyptian authorities accuse Abu Ahmed of leading an attack on the US Consulate in Benghazi in September 2012.

Security sources said that investigations revealed that Abu Ahmed had close links to Al-Qaeda leader Ayman al-Zawahiri, who assigned him to lead the organization in Egypt and Libya. The sources did not confirm whether Abu Ahmed was in Egypt.

The sources alleged that Abu Ahmed masterminded several operations carried out during the last period, particularly in Libya and Yemen, upon Zawahiri's instructions, and that he got the green light to carry out further jihadi operations in Egypt and Libya.

Jama’a al-Islalamiya leader Nageh Ibrahim said he expected dozens of cells to be revealed soon as their activity became known in certain mosques under names such as "Dawa and Jihad."

Egypt’s regulator has no objections to EFG Hermes’ plan to create a jointly owned investment bank with QInvest of Qatar, the bank said Monday.

EFG Hermes and QInvest agreed in May to hive off EFG Hermes’ investment banking business into a joint venture in which state-backed QInvest would hold a 60 percent stake.

EFG Hermes shareholders in September reaffirmed their approval of the tie-up after demands by the regulator for more details were met. The Egyptian Financial Supervisory Authority had rejected decisions approved by shareholders in June because the firm had not clarified points including minority rights.

The firm said in a statement that the authority certified, “with no reservations,” EFG Hermes’ minutes from the general meeting held 16 September to approve the company’s strategic alliance with QInvest.

The statement was sent to the Egyptian and London stock exchanges.

A spokesperson for the Egyptian bank said no further approvals were needed from Egyptian authorities.

Conflicting reports have emerged this week over whether former military Chief of Staff Sami Anan has left the country for the United Arab Emirates.

Egyptian authorities are investigating Anan, the former deputy head of the Supreme Council of the Armed Forces, for corruption. Citizens and rights groups have also filed reports accusing him of involvement in the killings of protesters during the transitional period following President Hosni Mubarak's resignation.

Privately-owned satellite channel Al-Hayat announced on Wednesday night that Anan had traveled to the UAE, while a Cairo airport source told Al-Masry Al-Youm that Anan's family left for Abu Dhabi early on Thursday without the former chief of staff.

Anan is continuing to live his life normally in Egypt, sources told Al-Masry Al-Youm, pointing out that there is not a travel ban on Anan and that he may leave the country if he wishes.

Political activist Ahmed Douma announced on Facebook that he would file a complaint with the public prosecutor accusing President Mohamed Morsy and Interior Minister Ahmed Gamal Eddin of allowing Anan, and former presidential candidate Ahmed Shafiq before him, to flee to the UAE.

Shafiq left Egypt shortly after the announcement of the presidential election results. Authorities placed his name on the arrivals watch list after the Justice Ministry referred him to court on charges of corruption.

The Swiss Embassy in Cairo said on Tuesday that Switzerland has frozen the assets of 31 figures from ex-President Hosni Mubarak's regime.

The statement added that the fact that someone’s name is on the list does not necessarily mean they have funds in Switzerland.

The statement said that 17 names were added to the original list of 14 following consultations with Egyptian authorities.

According to the statement, Switzerland immediately decided to freeze the funds of 14 former regime figures after the fall of Mubarak in February 2011.

It also said that Swiss authorities were quick to take measures to prevent the funds from being smuggled out before Egyptian authorities launched their investigations.

Thanks to close cooperation between Egyptian and Swiss judicial officials, Swiss authorities were able to track and freeze assets worth 410 million Swiss francs, the embassy added, bringing the total amount of frozen assets to US$700 million.
