Essam al-Haddad, the president’s assistant for foreign affairs and member of the Muslim Brotherhood’s Guidance Bureau, met on Tuesday in Washington DC with US National Security Advisor Tom Donilon, the US Embassy in Cairo said on Wednesday.

Haddad along with Khaled al-Qazaz, the president’s foreign affairs secretary, are in Washington to prepare for President Mohamed Morsy’s visit to the US, which is expected to begin on 17 December.

The visit will come two days after a scheduled referendum on the new constitution on 15 December, which has stoked the ire of opposition political forces.

“The two officials reaffirmed the strategic relationship between the United States and Egypt,” the US Embassy in Cairo said on its Facebook page, adding that they are discussing a broad range of issues including building on the Israeli-Palestinian cease fire in Gaza.

Last month, Washington praised Morsy for championing a cease fire between Israel and Hamas. But Washington has also expressed concerns over Morsy’s commitment to democracy at home.

Haddad and Donilon also discussed “Egypt’s democratic transition and the need to move forward with a peaceful and inclusive transition that respects the rights of all Egyptians,” the statement said.

France will try to convince President Mohamed Morsy to backtrack on the constitutional declaration he issued Thursday, which granted him more powers and stirred political and judicial opposition, a French foreign ministry spokesperson said.

European partners plan to discuss the issue with each other as well as with Egyptian authorities, spokesperson Philippe Lalliot said in statements published on the French Embassy in Cairo’s website Monday.

The constitutional declaration “does not seem to us to be in the right direction,” Lalliot said in statements Friday following the declaration, arguing that Morsy’s decisions stand in the way of democracy.

Lalliot said Egypt’s transition should lead to pluralistic institutions that respect public freedoms and the rule of law.

“After decades of dictatorship … the political and democratic transition cannot take place in a few weeks or a few months. Given this, the constitutional declaration made yesterday by President Morsy … does not seem to us to be in the right direction,” he said.

Lalliot said his country had backed the Egyptian revolution without restraint, and supported the transition that matched Egyptians’ aspirations.

Thursday’s declaration granted Morsy’s decrees immunity to judicial challenges and prevented the Constituent Assembly and Shura Council from being dissolved. It also removed Prosecutor General Abdel Meguid Mahmoud.

The measure sparked an uproar among judges and non-Islamist movements, which had called for mass protests Tuesday in Tahrir Square. Meanwhile, the Muslim Brotherhood, of which Morsy was a former leader, called for parallel demonstrations to support his decisions.

Outgoing presidential adviser for democratic transitions Samir Morcos officially resigned Friday in protest against President Mohamed Morsy’s recent constitutional declaration, saying that his resignation was irreversible.

“I refuse to continue under such presidential decisions that hinder the democratic transform process and violates what I seek through my post,” Morcos told the London-based Asharq Al-Awsat newspaper Saturday.

A prominent Coptic intellectual and one of four of Morsy’s deputies, Morcos resigned after occupying his post for only three months.

In the interview, Morcos added that he accepted the post in order to participate in Egypt’s democratic transition. He said, however, that Morsy ignored his advice, and added that he was not consulted about the declaration beforehand and learned about it through TV reports.

He added that the decision was a violation against all democratic traditions, saying that he cannot resume his work if Morsy’s decisions cannot be challenged. “This is unacceptable,” he said.

Morcos said he will public declare his reasons for resigning once his resignation is officially accepted.

In August, Morcos had expressed hopes that his post will enable him to help modernize and reform Egypt by changing the presidential office from within.

Morcos was also elected to the Constituent Assembly, but resigned before attending a single session in protest against its formation.
