Army troops securing the constitutional referendum vote returned to the barracks on Sunday, set to return to polling stations for the second round of voting next Saturday.

The Armed Forces had assigned 120,000 officers and soldiers with 6,000 armored vehicles to secure polling stations Saturday, in coordination with the Interior Ministry and the High Judicial Elections Commission, which is overseeing the vote.

The army’s deployment came after President Mohamed Morsy’s constitutional declaration last week, which gave the military the authority to arrest civilians until the referendum result is declared.

Under Morsy’s order, the military would support and cooperate with police to protect “vital institutions” and “secure polling stations.” The move was criticized by rights groups, who worried it would open the door to more civilians being tried before military courts.

But a presidential statement on Tuesday said any citizens arrested by the army during the referendum voting period would be tried before a civilian court.

The Egyptian army has deployed major reinforcements to the North Sinai city of Arish in a bid to improve the deteriorating security situation in the area.

London-based Asharq al-Awsat newspaper cited on Saturday a security source as saying that armored vehicles will be deployed, though the exact location is yet to be determined.

The paper added that the vehicles will be used to secure the city rather than conduct raids on suspected criminal hideouts. The army will also use concrete blocks to reinforce checkpoints and better secure the city.

Disorder has spread in Sinai since autocrat Hosni Mubarak was ousted in the 25 January revolution, with Islamist militants stepping up attacks on security forces and the Israeli border. President Mohamed Morsy has pledged to restore security in the impoverished region.

Three Egyptian policemen killed last week when gunmen fired on their car in Arish before escaping.It was the biggest attack against army and police forces since the ambush killing of 16 border guards on 5 August.

The paper also added that the identities of the perpetrators of the latest attacks on police in Sinai have not been determined and that the information security authorities have has not yet helped with tracking them down.

A marine lieutenant died when two amphibious armored vehicles sank in the eastern side of the Suez Canal during training. Ten other crew members survived.

There is a military unit is stationed on the eastern side specifically to secure the waterway of the canal.

This is the second time this week that Egyptian soldiers have been killed in vehicular accidents. Twenty-one Central Security Forces recruits were killed in Sinai on Monday when their driver lost control of the vehicle and it overturned on a slope.

Nine Coptic families in Rafah asked troops that are stationed in the city to increase their numbers to protect their homes and businesses, a military source said Sunday. The souce said the army sent more armored vehicles and tanks in response.

The source added that President Mohamed Morsy gave orders to secure the city, especially the homes and property of Christians.

Also on Sunday, North Sinai Bishop Quzman denied news reports that there was a second shooting at a Coptic family’s house in Rafah. He said the shooting took place when army troops pursued a car carrying weapons near the house.

Nearly 15 Coptic families had reportedly abandoned their homes in Rafah after unknown persons posted flyers demanding that they leave. Later, an unknown assailant fired at a Coptic-owned store. Acting pope of the Coptic Orthodox Church, Bishop Pachomius, condemned the events.

However, Bishop Quzman denied reports that the region’s Copts had been forcibly relocated to Arish.

The area outside the US Embassy in Cairo was calm on Wednesday following a night of protests by demonstrators enraged by an American film said to insult Prophet Mohamed.

Hundreds of demonstrators scaled up the embassy's walls and pulled down the American flag. Clashes with security forces ensued. Although the film was privately produced by an Israeli filmmaker living in California, according to several major news organizations, the protesters demanded that relations with the United States be severed.

The embassy's website announced late Tuesday that visa services had been suspended due to the instability and that delays were expected in the delivery of passports.

Seven armored vehicles were stationed along Simon Bolivar Street leading to the embassy as well as behind the building, while 25 Central Security vehicles guarded the main gate Wednesday.

A small group of demonstrators remained overnight, saying they would stage a sit-in and wait for comment from the US State Department on the film. The protesters also said another demonstration is planned for Wednesday afternoon.

ISMAILIA — The military is deploying light armored vehicles in Sinai to replace some heavy tanks whose presence at the border area had raised concerns in Israel, Egyptian security sources said on Tuesday.

A source said last week the Army had begun withdrawing some of the tanks, after they had been deployed as part of an operation against militants who attacked and killed 16 border guards on 5 August.

Disorder has spread in Sinai since former President Hosni Mubarak's overthrow last year. Analysts say Islamists with possible links to Al-Qaeda have gained a foothold, which has alarmed Israel.

The unrest has occurred mainly in North Sinai, where many people have guns and where Bedouin tribes have long complained of neglect by the central government. They say they have seen no benefits from the expanding Sinai tourist resorts.

Hundreds of troops, along with tanks, armored vehicles and helicopters were sent to the area in a joint operation with police to raid militant hideouts, arrest suspects and seize weapons, including rockets and other arms, rife in the area.

But Israeli officials have privately voiced concerns about heavy equipment being sent to areas where there have been restrictions on weapon deployments under a 1979 peace treaty, the first such treaty reached between Israel and an Arab state.

"Twenty tanks have been withdrawn from the central sector of Sinai toward Suez," a security source said, adding that about 20 armored vehicles have reached Arish, the administrative capital of North Sinai.

The sources did not give a clear answer to whether the withdrawal of tanks was taken in response to Israel's concerns or say how many tanks were still in Sinai.

The army said last week it would broaden its campaign in Sinai, involving a redeployment of forces but did not specify which areas they would redeploy to.

"The operation is entering a new phase that requires different equipment capable of facing and handling the situation in Sinai," military official told Reuters on Tuesday.

Another security source said the tanks were removed to be replaced with more "useful equipment."

Analysts said there was no doubt that the tanks were taken out to assuage Israeli concerns. "Egypt's decision to remove tanks was taken to calm Israel after it voiced concerns about the presence of tanks near its borders," Safwat al Zayaat, a retired Army general and military expert, said.

"As if the tanks were, as Egypt is saying now, not useful, then why did it send them there in the first place?" he said.

A security source said security forces defused a land mine and a bomb on Tuesday planted by militants east of Arish. It was the fourth such incident since last week.

No one had yet claimed responsibility for the killing of the border guards on 5 August. But a Sinai-based Islamist militant organization, the Salafi Jihadi Group — which denies any involvement in the border attack — warned the Egyptian army that the crackdown would force it to fight back.

The North Cairo Court on Monday adjourned the trial of two defendants accused of stealing a weapon belonging to the Armed Forces during the Maspero violence to 2 October due to the absence of witnesses.

On 9 October 2011, 28 people were killed in clashes between the army and protesters after security forces violently dispersed a Coptic-led march outside the state television building.

Widely circulated video clips showed armored vehicles running over protesters, but army officials said the killings occurred by mistake and accused protesters of assaulting the Armed Forces and "infiltrators" of stealing the vehicles that were seen mowing down demonstrators.

Maikel Adel Naguib and Maikel Mossad Shaker are accused of stealing a machine gun from an armored vehicle, incitement, and attempting to break into the state television building, as well as damaging public and private property.

Monday's session was meant to be devoted to witness testimony, specifically testimony from soldiers who were manning the armored vehicle when the weapon was allegedly stolen, but the witnesses were absent. The session only lasted for a few minutes.
