Accusations of high treason made by several public figures against Hosni Mubarak and other formal officials have been referred to the Public Prosecution.
Those accused of high treason include Mubarak, former spy chief Omar Suleiman, former prime minister and current presidential candidate Ahmed Shafiq, and current Prime Minister Kamal al-Ganzouri, as well as prime ministers who served under the ousted president since he assumed office in 1981.
Prosecutors are expected to hear the accounts of those who submitted the accusations: Alexandria Criminal Court President Fekry Kharroub, political researcher Ammar Ali Hassan, economic expert Abdel Khaleq Farouq and poet Abdel Rahman Youssef.
They accused Mubarak of breaching his political and moral obligations by using his vast powers to serve his personal, rather than public, interests.
Mubarak exhibited loyalty to Israel to appease Washington in a way that damaged his country’s sovereignty and security, the petition said, explaining the former president’s decision to release Israeli spy Azzam Azzam.
Mubarak did not have any vision for domestic or foreign policy during his reign, and only wanted to hold onto power long enough to pass on the presidency to his younger son, Gamal, the accusations said. The petitioners also condemned Egypt’s deal to export natural gas to Israel at below-market rates and Mubarak’s approval of Israel’s war on Hizbullah in 2006 and Gaza in 2009, as well as his contribution to maintaining Israel’s blockade of the Gaza Strip.
The petitioners also accused Mubarak of providing military support to the US during the Gulf War and failing to amend what they called “unfair” articles in Egypt’s peace treaty with Israel.
Mubarak would not have committed these crimes without the assistance of government officials who neglected their constitutional responsibilities and merely rubber-stamped his decisions, the petition said.
Mubarak awaits a verdict on 2 June on charges of ordering the killing of protesters during the 25 January uprising that forced his resignation.

The family of Mina Daniel, a Coptic man killed in violence outside the Maspero state television building last year, found his name on a registered voters list for the presidential election set for Wednesday and Thursday.
The polling station where his name was found was located at the Ezbet al-Nakhl Youth Center in Cairo.
Sherry Daniel, the victim’s sister, said her family found his name while checking the Presidential Elections Commission’s website to find out how to cast their ballots.
“We entered Mina’s ID number and were amazed to find his name was there,” she said.
“It made us pretty sure that the elections will be fair,” she added ironically.
Daniel’s family sarcastically called on all of his friends and loved ones to see Mina while they voted. They said “the Presidential Elections Commission doesn’t know about the Maspero incident.”
In a Saturday press conference, commission Secretary General Hatem Bagato said death certificates with complete voter data should be provided to the commission so it can remove the names of deceased voters from the database. He also called on judges supervising the polling stations to check every voter’s identification.

The procedures for securing a US$3.2 billion loan from the International Monetary Fund will stop due to concerns of fund officials about social and political discord over the loan, Finance Minister Momtaz al-Saeed has said.
At a news conference Saturday about the state budget, Saeed said IMF officials worry about a repeat of the Greek experience, when political forces denied previous approval of the loan, according to state-owned newspaper Al-Ahram.
Not only would have the loan supported the budget, the minister said, but it would also have marked official recognition by the IMF of the strength of Egypt’s economy and its ability to recover and attract foreign investments.
The loan negotiations started last year as a way to face the budget deficit and support the economy, which had been deteriorating since the 2011 uprising.
But the IMF set political and economic consensus as a condition for the loan in light of the Islamist-dominated Parliament's rejection of Prime Minister Kamal al-Ganzouri’s address to Parliament in February.
The People’s Assembly Economic Affairs Committee meanwhile will set rules that the Cabinet should stick to in case it asks for parliamentary approval of any loans.
The People’s Assembly earlier halted a loan of US$300 million from the World Bank that would have supported wastewater projects, saying it was illegal from the perspective of Sharia, which bans interest on loans.
Ibrahim Abdel Rahman, deputy chairman of the committee, told Al-Masry Al-Youm that interests on international loans represent costs on the state budget, describing it as a “point of disagreement” between Parliament and the Cabinet.
The committee would not approve any international loans that are considered unessential and have local alternatives, Abdel Rahman added.
He said the committee noticed that the Cabinet had recently intensified demands for international loans, which burdened the committee with considering them and hindering discussions of other important laws.
“We don’t mind dealing with international funding organizations, but only when necessary,” Abdel Rahman said, accusing the Cabinet of depicting Egypt as a poor country even though expenditures exceed LE500 billion.
